Title: Director of Institutional Compliance

Job Duties: The Director of Institutional Compliance, will serve as the College’s chief compliance officer and will have the exciting opportunity to create and implement Morehouse College’s compliance program. The successful candidate will be expected to develop and execute compliance assessment tools; develop compliance monitoring procedures; develop and deliver educational programs; and recommend policy initiatives to facilitate compliance with applicable federal and state laws and regulations and College’s policies. The Director will be responsible for establishing and chairing the College’s Compliance Steering Committee and providing leadership for the compliance function by conducting assessments, giving specific guidance to management, professional staff, and, and individual departments as appropriate, and evaluating and coordinating existing compliance initiatives. The Director will develop, coordinate, and participate in a multi-faceted educational and training program that focuses on the elements of the compliance program, and will seek to ensure that all employees and management are knowledgeable of, and comply with, pertinent federal and state standards. The scope of this position also includes developing, implementing, and maintaining a system for confidential reporting and investigation of compliance concerns with an appropriate response process and managing the campus Records Retention program. This position has supervisory responsibilities and reports to the General Counsel.
Qualifications: Understanding of state and federal laws related to compliance issues affecting complex organizations. Knowledge of matters related to research and the NCAA is preferred but not required. A demonstrated track record of effectively implementing compliance controls and solving problems. Strong leadership, interpersonal and problem solving skills. Excellent written and oral communication skills. Personal traits of a high level of integrity, team orientation, professionalism, and trustworthiness. Working knowledge of major functional administrative areas within a multi-faceted organization. Experience in conducting training in various areas of law. Working knowledge of automated systems and the ability to effectively utilize information technology to develop reports. Demonstrated ability to deal with governmental agencies, business, and industry. A leadership style that emphasizes collaboration and facilitation. A Bachelor’s degree is required (Masters or JD degree preferred) and at least three (3) years of experience in compliance or related areas (a combination of education, training and experience may be substituted for degree).

POSITION DESCRIPTION:
The Statistical Research Analyst will provide leadership and technical expertise in developing and maintaining Institutional Research component intended to enhance institutional assessment and effectiveness, strategic planning, policy analysis, administrative decision-making, marketing, and institutional and programmatic accreditation efforts. Principal functions are to: 1) Develop and maintain numerous information systems; 2) Compile, analyze, and disseminate an extensive range of institutional data; and 3) Serve as a clearinghouse for a vast number of requests and recurring reports. This position is funded with external resources and reports to the Director of Assessment and Institutional Research in the area of Administrative Services. Expectations include understanding and supporting the College’s mission and vision, and performing tasks in order to get particular jobs completed with the highest quality and exceptional customer service approach.
Responsibilities include, but are not limited to:
- Collecting, analyzing, maintaining, and regularly disseminating statistical institutional data and information online and in print, including annual publication of fact book;
- Developing and maintaining comprehensive and dynamic database systems used to collect information for official and current institutional reporting;
- Responding to time-critical ad-hoc requests for data and information to various stakeholders, both internally and externally;
- Coordinating and responding periodic external surveys, such as IPEDS, Common Data Set, US News, UNCF etc. to ensure timely and accurate reporting;
- Designing, developing, and conducting qualitative and quantitative research, including preparation of web-based and paper-based opinion surveys;
- Designing, organizing, and coordinating research projects to provide expertise on students and academic programs;
- Conducting various statistical research studies focusing on student recruitment, enrollment, retention, residency, admissions, financial matters, and financial aid etc;
- Proposing and gathering internal and external benchmarks, conducting peer analysis, and reporting significant observations about the College;
- Consulting and supporting policy and planning groups engaged in institutional self-study and accreditation reaffirmation processes;
- Performing additional duties as assigned or deemed appropriate and necessary.
MINIMUM QUALIFICATONS:
Master's degree with one year of experience in institutional research and data systems or a related field OR a Bachelor's degree with four years' experience in institutional research and data systems or related field, along with experience with SunGard Higher Education product Banner and standard PC-based productivity tools (e.g. spreadsheets, word processors, databases). The ideal candidate will also have knowledge of research design, statistical methods, data retrieval, analysis, and interpretation using statistical software, such as SPSS. Strong communication and interpersonal skills; ability to manage multiple, time-critical projects with conflicting priorities; and comprehension of the need for attention to detail, accuracy and documentation.
DESIRED QUALIFICATONS:
Degrees in disciplines related to educational research/policy analysis emphasizing research methods. Additional desired qualifications include programming experience with Oracle, TOAD, MS Access, Visual Basic, and SQL. Experience with web development or web designing tools is a plus as well as experience with and appreciation of the issues facing higher education.
